If you've been paying attention to Chinese politics lately, you may have heard the word "reform" mentioned once, twice, or a dozen times. But the question of course is whether Chinese leaders can go from talking the talk to walking the walk. And during the annual legislative session of the National People's Congress, Chinese leaders wanted to show that change was in the air. Specifically when it comes to China's State Council, China's executive branch, leaders announced changes that will supposedly streamline the government and make it more efficient. There are some significant organizational changes involved, but will these changes lead to political reform?
